Sepanjang tahun 2012, Komisi Pemberantasan Korupsi (KPK) menangani 74 kasus di tingkat penyelidikan, 68 perkara di tingkat penyidikan, 60 perkara di tingkat penuntutan, 23 perkara yang sudah berkeputusan hukum tetap, dan 28 perkara yang sudah dieksekusi. Sebanyak 45 koruptor berhasil dijebloskan KPK ke penjara.
Demikian data yang diungkap pimpinan KPK dalam konferensi pers akhir tahun terkait kinerja KPK, Kamis (27/12). Dari 45 koruptor tersebut, paling banyak berasal dari kalangan DPR dan DPRD sebanyak 16 orang, kalangan swasta sebanyak 15 orang, pejabat eselon I, II, dan III sebanhak 7 orang, walikota/bupati dan wakil bupati sebanyak 3 orang, hakim 2 orang, dan lain-lain sebanyak 2 orang.
Sepanjang tahun 2012, KPK berhasil mengembalikan uang negara yang telah dikorupsi sebanyak Rp113,83 miliar. Dari jumlah itu, Rp76,21 miliar diantaranya adalah uang pengganti dari 3 kasus korupsi yang kemudian disetorkan kepada kas pemerintah daerah masing-masing.
Selain itu sebanyak Rp15,10 miliar disetorkan kepada kas negara, termasuk di antaranya uang yang berasal dari denda yang dijatuhkan kepada koruptor jumlahnya mencapai Rp 4,3 miliar. Dibanding tahun lalu, besaran uang yang dikembalikan ke negara menurun. Pada 2011 jumlah uang yang berhasil dikembalikan ke negara mencapai Rp 138,06 miliar.
Wakil Ketua KPK Busyro Muqaddas mengatakan, masih rendahnya uang pengganti yang berhasil dikembalikan itu karena besaran uang pengganti tersebut terlebih dahulu harus dibuktikan di persidangan.
Berdasarkan data dan bukti maka Majelis Hakim bisa memutuskan apakah seorang terdakwa harus mengganti uang negara atau tidak, sekaligus besaran yang harus diganti. “Kalau dana yang dikorupsi itu sudah dialirkan dengan berbagai cara sehingga tidak bisa kita sentuh, ya tidak bisa,” kata Busyro.
Salah satu catatan langkah maju KPK tahun ini adalah keberhasilan menetapkan pejabat aktif sebagai tersangka korupsi. Ini membuktikan pada masyarakat bahwa KPK bukan hanya berani kepada pensiunan. “Bukan hanya mantan yang jadi target KPK tapi siapapun yang diduga melakukan korupsi akan jadi target KPK. Ada menteri jadi tersangka, polisi bintang dua jadi tersangka. Mungkin ada banyak lagi yang akan jadi tersangka, tapi tidak etis (kalau disebutkan),” ujar Wakil Ketua KPK Bambang Widjojanto.
Lebih jauh, tahun ini KPK tidak lagi melakukan operasi tangkap tangan hanya di Pulau Jawa. Kasus penyuapan Bupati Buol, Sulawesi Tengah yang menyeret pengusaha Hartati Murdaya serta kasus suap pembuatan Perda terkait pembangunan sarana PON di Riau membuktikan KPK mampu melakukan tangkap tangan meski di luar Jawa. "Ini penting, KPK bisa menjangkau korupsi di luar Jawa," tegas Bambang.
Dalam hal pelaksanaan UU, menurut Bambang, KPK sudah mulai maju dengan menerapkan UU Tindak Pidana Pencucian Uang (TPPU) seperti yang dikenakan terhadap Wa Ode Nurhayati dan Muhammad Nazaruddin. Dengan UU TPPU diharapkan aliran dana korupsi bisa ditelusuri.
Sementara itu, Wakil Ketua KPK Zulkarnain mengatakan, selain keberhasilan tahun ini KPK juga masih mengalami berbagai tantangan utamanya di bidang sumber daya. Utamanya berkaitan dengan kapasitas gedung KPK yang tidak lagi mampu menampung pegawai.
"Alhamdulilkah pada akhir tahun ini anggaran pembangunan Gedung KPK yang sempat dibintangi akhirnya dicabut. Harapan untuk memiliki gedung sendiri mulai terbuka. Mulai 2013, KPK akan mulai merealisasikan pembangunan gedung yang direncanakan dibangun di atas lahan seluas 8.294 meter persegi yang nantinya akan terdiri dari 16 lantai yang dapat menampung 1.394 pegawai," tandas Zulkarnaen.
Kata Zulkarnain pula, jumlah sumber daya manusia yang sangat terbatas menjadi hambatan berat bagi KPK. Apalagi terjadi penarikan penyidik yang berasal dari instansi lain yang mempengaruhi kinerja dan mengakibatkan upaya pemberantasan korupsi mengalami perlambatan. Untungnya, kini PP Nomor 103 Tahun 2012 telah terbit yang memperpanjang masa tugas pegawai negeri di KPK dari 8 tahun menjadi 10 tahun.
